Bilan Awdal Organization (BAO) is committed to advancing SDG16—Peace, Justice, and Strong Institutions—by fostering transparency, accountability, and inclusive governance across all its programs. Our mission is to empower local communities, smallholder farmers, and vulnerable populations to participate actively in decision-making processes and to hold institutions accountable for equitable service delivery. Objectives: Promote Transparent Governance: Implement mechanisms to ensure clear reporting and monitoring of resources, project outcomes, and decision-making processes. Strengthen Community Participation: Facilitate participatory approaches where beneficiaries contribute to planning, implementation, and evaluation of programs. Enhance Accountability Mechanisms: Develop tools and platforms to track commitments, report misuse, and encourage responsible stewardship of resources. Capacity-Building: Train local leaders, cooperatives, and farmer groups in governance, monitoring, and rights-based approaches to strengthen institutional effectiveness. Work Plan & Timeline: Year 1: Establish community monitoring committees and governance frameworks; launch awareness campaigns on rights and responsibilities. Year 2: Deploy digital reporting tools for transparency in resource allocation and program monitoring; train community leaders and staff. Year 3: Evaluate impact and scale up best practices to additional communities; share learnings with regional and international stakeholders to influence policy and practice. Theory of Change: BAO’s approach is based on the principle that sustainable development is only achievable when communities are empowered to participate in governance and institutions are accountable. By improving transparency and participation, we strengthen social cohesion, reduce inequities, and increase trust in public and private institutions. Over time, this leads to more effective and inclusive development outcomes, supporting both local resilience and broader SDG16 targets. Through this commitment, BAO contributes to TAP Network’s mission by: Providing a model of community-led accountability and governance within the agricultural sector. Sharing evidence and lessons learned to inform policy and practice in other regions. Engaging with TAP’s thematic initiatives, particularly those related to inclusive governance, monitoring, and accountability mechanisms, to scale impact and strengthen collaboration. By embedding SDG16 principles into all our work, BAO ensures that development interventions are not only effective but also just, inclusive, and sustainable, contributing to lasting positive change in the communities we serve.
