Commitment to Implementing SDG16: Peace, Justice, and Strong Institutions The Justicemakers Bangladesh in France (JMBF) is deeply committed to advancing Sustainable Development Goal 16 (SDG16)—to promote peaceful and inclusive societies, provide access to justice for all, and build effective, accountable, and inclusive institutions at all levels. Our mission and activities directly align with the core principles of SDG16, with a special focus on human rights protection, access to justice, and strengthening civil society in Bangladesh and among the Bangladeshi diaspora in France. 1. Vision and Objectives JMBF envisions a Bangladesh where justice, equality, and human dignity prevail. Our core objectives—defending victims of discrimination and violence, combating impunity, supporting human rights defenders, and facilitating access to justice—are designed to strengthen the rule of law and ensure that no one is left behind. Through these efforts, we contribute to the creation of transparent, responsive, and accountable institutions capable of upholding human rights and justice. 2. Strategic Focus and Work Plan Our work is structured around four strategic pillars aligned with SDG16 targets: Access to Justice (SDG16.3): We provide legal aid, advocacy, and representation for victims of human rights violations, particularly from marginalized groups. Through partnerships with local lawyers, journalists, and activists, we work to document violations, pursue accountability, and seek justice both nationally and internationally. Protection of Human Rights Defenders (SDG16.10): JMBF supports human rights defenders, lawyers, and journalists at risk through emergency assistance, legal support, and advocacy for their safety. Peacebuilding and Non-Discrimination (SDG16.b): We engage in campaigns and community education to combat hate speech, intolerance, and discrimination based on religion, ethnicity, gender, or sexual orientation. Institutional Strengthening (SDG16.6): By promoting transparency, accountability, and the rule of law, we advocate for stronger governance mechanisms and institutional reforms in Bangladesh. 3. Implementation and Timeline JMBF’s implementation plan follows a three-phase approach: Phase I (2025–2026): Expand partnerships with grassroots organizations in Bangladesh to strengthen documentation and reporting of rights violations. Phase II (2026–2027): Develop and conduct nationwide training for human rights defenders, lawyers, and journalists on international human rights mechanisms and advocacy strategies. Phase III (2027–2028): Advocate for institutional and policy reforms at national and international forums, using evidence-based reports and case studies developed through our research. 4. Theory of Change Our theory of change is grounded in the belief that empowering communities with knowledge, access to justice, and institutional accountability leads to sustainable peace and justice. By documenting violations, empowering victims, and strengthening human rights defenders, we catalyze systemic change—transforming cycles of impunity into pathways for justice and institutional reform. 5. Commitment and Collaboration JMBF’s commitment to SDG16 extends beyond advocacy—it is about building a movement for justice rooted in solidarity and empowerment. We work collaboratively with international partners, civil society networks, and human rights institutions to promote justice, human rights education, and institutional accountability in Bangladesh and beyond.

Relationship Between JMBF’s Work and the TAP Network’s SDG16+ and Accountability Agenda The Justicemakers Bangladesh in France (JMBF) shares the TAP Network’s vision of promoting transparency, accountability, and participation as foundational pillars for achieving SDG16+ and the broader 2030 Agenda for Sustainable Development. Our work directly contributes to TAP’s mission of advancing open, just, and inclusive societies through evidence-based advocacy, multi-stakeholder partnerships, and citizen-driven accountability mechanisms. 1. Shared Vision: Strengthening Accountability and Justice JMBF’s overarching objective—to defend human rights, combat impunity, and empower marginalized communities—aligns closely with TAP Network’s commitment to building accountable and inclusive institutions. We focus particularly on SDG16 targets 16.3 (access to justice), 16.6 (effective institutions), 16.7 (inclusive decision-making), 16.10 (fundamental freedoms), and 16.b (non-discrimination). By working at the intersection of justice, civic participation, and institutional reform, JMBF contributes to advancing the holistic SDG16+ agenda, which links peace, justice, and governance with other development goals such as gender equality (SDG5) and reduced inequalities (SDG10). 2. Accountability through Documentation and Reporting JMBF plays a critical role in monitoring and documenting human rights violations—including enforced disappearances, torture, extrajudicial killings, and discrimination against religious, ethnic, and sexual minorities in Bangladesh. This documentation contributes to the data and evidence base necessary for SDG16+ monitoring and for holding state and non-state actors accountable. By developing fact-based reports, shadow submissions to UN human rights mechanisms, and awareness campaigns, JMBF strengthens local-to-global accountability processes that reflect TAP’s approach to data-driven advocacy. 3. Promoting Transparency and Citizen Participation In line with TAP’s focus on civic space and participatory governance, JMBF engages in grassroots human rights education and awareness programs that empower local communities to demand transparency and accountability from state institutions. We collaborate with journalists, lawyers, and activists to build community-level monitoring networks that track human rights violations and promote responsive governance. These efforts enhance citizens’ capacity to participate meaningfully in public life, consistent with TAP’s mission to expand civic engagement and inclusive decision-making. 4. Contributing to Global and National Accountability Mechanisms JMBF intends to contribute to TAP’s collective advocacy and peer-learning initiatives by sharing country-level insights on Bangladesh’s SDG16 implementation challenges—including shrinking civic space, institutional impunity, and barriers to justice. We aim to engage in joint reporting, advocacy campaigns, and SDG accountability dialogues to amplify the voices of marginalized communities in Bangladesh within international platforms. Through partnership with TAP, JMBF can bring localized evidence and survivor-centered perspectives to the global accountability discourse on SDG16+. 5. Building Synergies for Transformative Impact We envision collaboration with TAP Network members to co-develop training modules, research publications, and advocacy tools focused on justice sector reform, protection of human rights defenders, and inclusive governance. By linking grassroots activism with international advocacy, JMBF seeks to strengthen the global movement for transparent, accountable, and participatory governance that underpins SDG16+ and the 2030 Agenda.
