The Transparency, Accountability, and Participation (TAP) Network is a broad international coalition of civil society organizations (CSOs) working together to advance SDG16+ to promote peace, justice, and inclusive societies, and to help enhance accountability for the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs).

Summary of commitment:
TAP’s ambition is to help transform people, institutions and societies to support lasting change for a more peaceful, just, inclusive, accountable and sustainable world at all levels. To do this, the TAP Network works to support and strengthen capacity of civil society stakeholders to localize and report on the SDGs and SDG16+ in their own contexts, and to provide a platform for collaboration, collective advocacy and peer-learning around SDG16+ issues and accountability for the 2030 Agenda.
Organization's priorities and work in relation to commitment:
TAP’s core objectives center around advancing collaboration and work towards three primary strategic goals: 1) Fostering a diverse, vibrant community of practice around TAP issues, 2) Improving SDGs/SDG16+ Localization and Capacity Building, and 3) Strengthening monitoring, data and accountability for SDG16+ and the 2030 Agenda. Serving as a platform to bring together a wide range of civil society experts and activists around the SDGs, TAP works to help empower these partners by providing groundbreaking and innovative capacity building tools and programmes, and also learns from and benefits from the invaluable expertise, experiences and unique perspectives of its members. To achieve its mission and overall vision, the TAP Network works to support, contribute to and strengthen capacity of civil society stakeholders to localize and report on the SDGs and SDG16+ in their own contexts, and to provide a platform for collaboration, collective advocacy and peer-learning around SDG16+ issues and accountability for the 2030 Agenda more broadly. Through this work, the TAP Network aims to concretely: 1. Empower national and local civil society to foster an active, vibrant and engaged global network to advance SDG16+ and SDG Accountability 2. The TAP Network engages some of the foremost expert organizations working to advance SDG16+ and social accountability at all levels. TAP’s membership includes a diverse range of organizations, including local and grassroots groups, national, regional and thematic CSO networks, and international NGOs and independent think tanks. TAP benefits from the invaluable expertise, experiences and unique perspectives of its members, all of whom come together to collaborate on joint work and common positions under the TAP Network umbrella.

Reports on Organization's Past Commitments
Founded in 2014 during the negotiations on the 2030 Agenda, the TAP Network led the clarion call from civil society for the SDGs to recognize the nexus between sustainable development, peace, governance and accountability with the establishment of SDG16 to ‘promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels’. Today, the TAP Network has grown to include hundreds of civil society organizations operating in every region of the world, with TAP’s work evolving to not only coordinate collective global advocacy on behalf of its members, but to also provide indirect or direct support its members to advance SDG16+ and SDG accountability in their own contexts. Since the adoption of the SDGs, the TAP Network has worked extensively around capacity building for civil society partners at all levels, as well as around data, monitoring and accountability for SDG16+ and the wider 2030 Agenda. Over the past few years, the TAP Network has led or spearheaded the formation of a wide range of initiatives and partnerships around SDG16 and the 2030 Agenda, including the SDG16 Data Initiative, the Voices of SDG16+ Campaign, the SDG16+ Localization Consortium, the Campaign for a Decade of Accountability for the SDGs and the Global SDG16+ Coalition. Additionally, the TAP Network has developed a wide range of resources around SDG16+ and the 2030 Agenda, including: - Goal 16 Advocacy Toolkit - SDG Accountability Handbook - Advocacy: Justice and the SDGs - Mainstreaming SDG16: Using the VNRs to Advance More Peaceful, Just and Inclusive Societies - Empowering Civil Society for National Reporting and Action on SDG16 - SDG16 in VNRs and Spotlight Reporting Resource - Multiple SDG16 Data Initiative Annual Reports Finally, the TAP Network has led, and continues to lead global advocacy efforts around key UN processes, including the High-Level Political Forum on Sustainable Development (HLPF). TAP engaged extensively in the 2019 HLPF where SDG16 was under review for the first time, helping to coordinate the creation of the Rome Civil Society Declaration in 2019, and subsequent follow-up from that advocacy resource. TAP also engages in HLPF Review advocacy, looking to enhance the visibility of SDG16 issues in global deliberations on the SDGs, and to improve civil society participation in these important forums.
