Organization mission and work description:
Forus is a global network of 69 national NGO platforms and 7 regional coalitions representing over 22,000 civil society organizations worldwide. Our mission is to promote a fair and sustainable world where vulnerable populations have a voice, human rights are respected, and inequalities are combatted. We work through three pillars: CONNECT (strengthening civil society coordination), SUPPORT (building capacity), and INFLUENCE (advancing participation in policy processes related to Agenda 2030 and civic space).

Current Commitment to SDG16+
Summary of commitment:
Forus is committed to advancing SDG16 by supporting strong, transparent, inclusive, and accountable institutions through the collective action of our global civil society network. Our work is structured around three core pillars, Connect, Capacity Strengthening, and Influence, which guide how we contribute to SDG16 and the broader 2030 Agenda. 1. Connect Forus convenes and supports 72 national NGO platforms and 7 regional coalitions, fostering coordination, peer learning, and collaboration on governance, civic space, and accountability. Through regular exchanges, our members share tools, methodologies, and approaches for monitoring and implementing SDG16 at national and regional levels. We have contributed to global SDG16 processes, including through the joint SDG16 civil society report (ADA, TAP, and Forus), and continue to support civil society participation by identifying speakers within our network and facilitating engagement in global dialogues, including those co-organized with TAP. Forus is also finalising its new member-led strategy for 2026–2030, to be adopted at our General Assembly in Cambodia in March 2026. This strategy outlines our priorities across Influence, Connect, and Support, supported by a strengthened communications approach. It reaffirms our engagement on the 2030 Agenda, particularly SDG16 and SDG17 (partnerships),and our work on civic space (including the EU SEE project), financing for sustainable development, digital and inclusive governance, and global cooperation. We have already started working on our post 2030 agenda vision document which is due finalised in March 2026 . These strategic directions will guide how we collaborate with TAP and contribute to SDG16 in the coming years. 2. Capacity Strengthening Forus supports national and regional platforms in strengthening their capacities through targeted training, peer-to-peer learning, and practical tools. This includes support to address shrinking civic space, build evidence-based advocacy, and engage meaningfully in governance processes at all levels. We will continue to produce and disseminate practical resources, such as how-to guides, theories of change, and monitoring frameworks, to help members advance SDG16 implementation. Our online Hub provides a wide range of resources and publications that members can adapt to their own contexts. 3. Influence Forus advocates at global, regional, and national levels for enabling environments for civil society and for greater transparency, participation, and accountability. We contribute to SDG16+ policy spaces through joint statements, policy briefs, spotlight reports, and coordinated civil society engagement in UN and intergovernmental processes. A key part of our work is strengthening civil society-led monitoring. We support members to produce reports, engage in follow-up and review processes, and highlight gaps and progress related to SDG16 implementation. Moving Forward (2026–2027) Across the next two years, Forus will continue to: - Facilitate peer-learning and exchange among members on SDG16-related topics; - Collaborate with TAP on joint advocacy opportunities, events, and knowledge-sharing; - Amplify civil society perspectives in global discussions on governance, civic space, and accountability; and - Support member platforms in monitoring and reporting on SDG16 progress.
Organization's priorities and work in relation to commitment:
Forus is committed to deepening its collaboration with TAP and contributing meaningfully to advancing transparency, accountability, and participation within the framework of SDG16+ . Building on our strong history of cooperation and our member-led strategic priorities, we propose the following concrete commitments for 2026–2027: • Joint Activities and Peer Learning: Forus will facilitate at least two regional or global peer-learning exchanges (including SDG 16 storytelling) each year that focus on governance, civic space, and civil society-led monitoring of SDG16+. These exchanges will draw on our Connect and Capacity Strengthening workstreams and include participation from TAP where relevant. • Collaborative Events: We will co-organise one joint TAP–Forus event annually, contributing to agenda-setting, speaker identification, and co-creation of content that elevates civil society perspectives in global SDG16 discussions. • Joint Policy Contributions: Forus will contribute to one joint policy product per year, such as a statement, policy brief, or input to a UN process, drawing from our global network and ongoing advocacy work on civic space, accountability, financing for sustainable development, and enabling environments. • Strengthening Civil Society Monitoring: We will continue supporting national and regional platforms to produce independent monitoring, reports, and follow-up contributions to SDG16+ related processes. Forus will also promote the use of tools and methodologies that enhance transparency and accountability across our membership. • Participation in Global Processes: Forus will maintain active engagement in key multilateral forums relevant to SDG16+, including the HLPF, Summit of the Future follow-up, FFD processes, and governance-related dialogues. We will ensure civil society representation by identifying qualified speakers and facilitating member participation in TAP-linked spaces. • Tracking Progress: Forus will monitor participation levels, contributions, and outcomes from the above commitments and provide a light progress update at mid-term (end of 2026) and a final update at the end of 2027.
