Current Commitment to SDG16+
Summary of commitment:
IBP works with partners in 120 countries to analyze budgets and advocate for transparency, public participation and oversight in how resources are raised, allocated and spent towards development goals. We will continue to provide data on the state of budget transparency and accountability in these countries and to analyze and engage with various stakeholders on whether governments are spending as promised in critical SDG sectors.
Organization's priorities and work in relation to commitment:
We work with partners to analyze budgets and advocate for transparency, public participation and oversight of how public resources are raised, allocated and spent through advocacy and research on the Open Budget Survey. More information on the Open Budget Survey is here: https://www.internationalbudget.org/open-budget-survey We analyze the extent to which governments implement their budgets as planned and convey the importance of budget credibility to the achievement of national and international development goals. We will share practical approaches to tackling these challenges among international development agencies and international standard-setting bodies. A key focus of the global engagement is to promote more systematic audits of budget credibility challenges by national audit offices. Budget credibility challenges will also be raised in the context of the SDG target on budget credibility (16.6.1) and Financing for Development, as well as the SDG target on systems to track and make public allocations for gender equality and women’s empowerment (5.c.1). We will develop SDG briefs, case studies on the impact of budget shifts on service delivery, a methodological toolkit and learning pieces. More information on our budget credibility work is here: https://www.internationalbudget.org/issues-lab/budget-credibility/ We also contribute to SDG 13 through capacity building for civil society groups to improve climate-related budget systems and monitor programs designed to respond to the impacts of climate change, research on climate budget accountability issues, and engagement on our findings and experience with the broader climate finance accountability field. IBP collaborates with various stakeholders to analyze, mobilize and advocate for transparent, participatory, credible and accountable budgets to achieve development goals. We and our partners can contribute to TAP’s knowledge and advocacy materials, thematic working groups, and engagement at the national, regional and global level.
