Organization mission and work description:

Peace & Justice Network Pakistan is a national civil society network focusing on implementation of Sustainable Development Goal (SDG) 16 on Peace, Justice and Strong Institutions. We believe that if we want Peace in Pakistan, we have to work for Justice. Promoting peace and justice is one of 17 global goals that make up the 2030 Agenda for Sustainable Development, and SDG 16 is a priority goal for Pakistan to ensure access to justice and institutional accountability. PJN’s Theory of Change for Rule of Law (ROL) Reforms and Advocacy Strategy for Goal 16, which articulate our vision for creating “a peaceful society governed by laws where the rights of individuals are secured.” PJN’s mission is to help build institutions which can strengthen democracy, deliver quick and inexpensive justice, and resolve conflict in a way that protects the rights of citizens, as enshrined in the Constitution, laws and international commitments pertaining to Pakistan". PJN as an idea is to make civil society as the voice of citizens.

Summary of commitment:

Following are the key commitments: 1) Strengthening Network on SDG 16 so that they can effectively localize the SDG 16 framework; 2) Strengthening National SDG 16 Knowledge HUB; 3) Updating SDG 16 National Implementation Framework and working with Government Bodies for its implementation; 4) Building coordination among South Asian Region on SDG 16; 5) Ensure program integration, and 6) Creating general awareness of SDG 16 Plus among stakeholders and disseminating knowledge products on SDG 16

Organization's priorities and work in relation to commitment:

In order to achieve its vision of making Pakistan peaceful, just and inclusive society, PJN has taken multiple initiatives since its inception to achieve its commitments towards SDG 16 2030 Agenda. Establishment of National Network: Peace & Justice Network (PJN), the idea of a first ever specialized civil society network on SDG 16 in Pakistan born out of the sheer need for articulating the ‘voice’ of the citizens of Pakistan. PJN is a national registered civil society network with 45 member organizations and over 80 SDG 16 alliance members. PJN has adopted and developed Goal 16 Advocacy Strategy for Pakistan that PJN will be implementing through its network partners. Since early 2016, PJN, started working on SDG 16 indicators development and had a consultation with relevant departments including UNDP, Government Ministries and Justice Institutions, Parliamentarians, and international development partners in this regard and provided its input on draft indicators and data source of those indicators for Pakistan

Organization's work related to TAP network's SGD16+ work & accountability for 2030 Agenda:

Peace & Justice Network is leading SDG 16 Plus work in Pakistan in close coordination with government and civil society partners. Also formed National SDG 16 Plus Working Group, SDG 16 Plus Civil Society Network and managing SDG 16 Plus Knowledge HUB for Pakistan www.sdg16.org.pk PJN being national lead on SDG 16 Plus in Pakistan can play direct role in all possible ways. PJN also has formal collaborations with National SDGs Taskforces.

Reports on Organization's Past Commitments

Since a launch of SDGs, Peace & Justice Network Pakistan (PJN) has been actively involved at global and national level in designing different SDG 16 targets/indicators framework, contributing in relevant survey development, production of knowledge products and also involved in the capacity building of civil society, private sector and government representatives in order to build their understanding on SDG 16 in Pakistan for effective implementation. Peace & Justice Network is leading SDG 16 Plus work in Pakistan in close coordination with government and civil society partners. Also formed National SDG 16 Plus Working Group, SDG 16 Plus Civil Society Network and managing SDG 16 Plus Knowledge HUB for Pakistan www.sdg16.org.pk PJN Contribution: a) Pakistan SDG 16 Implementation Framework Report: After extensive consultative process and based on the findings of National Multi-stakeholder Consultation on SDG 16 that Planning Commission Federal SDG Unit organized in collaboration with Peace & Justice Network (PJN), in September, 2018 PJN has produced the national report on Pakistan SDG 16 Implementation Framework. This report gives target wise detail framework and reform needs b) Pakistan SDG 16 Knowledge HUB (www.sdg16.org.pk): PJN has also developed and recently launched in June, 2018 Pakistan SDG 16 Knowledge HUB. This is the first such initiative on any SDG in Pakistan. Through this Knowledge Hub citizens can access latest developments, news, projects, national and international publications, implementation framework, rankings, videos, progress updates, events and development timeline in context of SDG 16 2030 Agenda. You can find targets and indicators detail both in URDU (local language) and English as well. c) National Multi-stakeholder Consultation on SDG 16: On 9th July, 2018, Planning Commission SDGs Section in collaboration with Peace & Justice Network (PJN) organized National Multi-stakeholder Consultation on SDG 16 at Planning Commission Auditorium, Pak Secretariat Islamabad. Keeping the priority of SDG 16 in mind, this is a first such consultation on any particular SDG in Pakistan. Multi-stakeholder consultation on Goal 16 involved over 100 stakeholders from government, CSOs, international development partners, donor agencies, academia, think-tanks and representatives from private sector who are in one way or another are linked with the Goal 16 from across Pakistan including AJK and GB. Annexed Draft Report on National Multistakeholder Consultation on SDG 16. d) Promoting OGP Initiative as Accelerator of SDGs: As PJN is the member of Open Government Partnership (OGP) Multi-stakeholder Forum established by EAD Government of Pakistan, to celebrate the OGP Week, on 15th May, we have organized the consultative meeting focusing Open Government Partnership (OGP) as an Accelerator to the Implementation of the 2030 Agenda on Sustainable Development. During our consultative meeting, Planning Commission SDG Unit agreed to overview OGP in order to link it with SDGs. SDG 16 targets 16.6 and 16.7 are directly linked to OGP. So PJN is also extensively working with Government on OGP and its link with SDGs. OGP Presentation Annexed e) Civil Society Capacity Building on SGD 16 and SDG 16 Plus: PJN has also started the capacity building process of Civil Society and have launched the certified foundation course on SDG 16 and SDG 16 Plus. We have organized first such training on 8th May, 2018. Course Content: Module 1: Understanding SDGs and Reviewing Pakistan SDGs National Progress, Module 2: Understanding Sustainable Development Goal 16, Module 3: From SDG 16 to SDG16Plus (Key to achieving SDGs Global Agenda) and Module 4: Role of Civil Society (Localizing SDGs). Training Presentation Annexed f) PJN Knowledge Products: PJN has also started promoting SDG 16 Plus focus in Pakistan. For that, we have produced the publication SDG 16+ Key to achieving SDGs Global Agenda for Pakistan. PJN has also developed SDG 16 Advocacy Toolkit for civil society in Pakistan as well. PJN has also developed training module for Civil Society on SDG 16 and also on OGP. g) PJN’s Support for Donor Program Integration with SDG 16: PJN is also the Secretariat of Community Legal Services Forum (CLSF), which is an initiative to create a neutral and collaborative platform to bring together all donors, international implementing partners, and local organizations working on “Rule of Law and Governance" for effective integration and collaboration. CLSF has now taken the lead on SDG 16. PJN has initiated the process of integrating donor programs results with SDG 16 framework so that they can directly contribute towards the achievement of SDG 16 targets. PJN these days is also initiating its work on provincial level Rule of Law Road maps that currently provincial governments are preparing so that they should also take SDG 16 factor in their design. h) Community Legal Services Forum (CLSF) Consultative Meeting on SDG 16: On 7th February, 2018, PJN organized 7th CLSF Coordination meeting. The key focus of meeting was on SDG 16 Framework. Key programs participated in meeting were INL, Trocaire, TAF, UNDP, Transparency International (TI), RSPN, Female Governed Dispute Resolution Center (FGDRC), Jinnah Centre for the Rule of Law (JCfROL), Westminster Foundation for Democracy (WFD), Saferworld, and GIZ to share their expert inputs mainly for SDG 16+ indicators framework and improvement needed. Report of 7th CLSF Coordination Meeting PJN have collaboration on SDG 16 with Planning Commission Federal SDG Unit, Law & Justice Commission of Pakistan, UNDP, Ministry of Human Rights, National Commission on Human Rights, Economic Affairs Division under Open Government Partnership (OGP), Parliament SDG Secretariat and UN Global Alliance on SDG 16. For SDG 16 data gathering, PJN is working with all the department related to SDG 16 at federal and provincial level. PJN is closely working with government departments, civil society organizations and parliamentary bodies in order to realize its vision. PJN is also a lead institution working with government on Sustainable Development Goal (SDG) 16 Plus 2030 Agenda promotion and implementation. PJN has formal collaboration with National Parliamentary Taskforce on SDGs, Planning Commission SDGs Unit, Pakistan Information Commission, Ministry of Interior, Law & Justice Commission, National Human Rights Commission, High Courts on the implementation of SDG 16 2030 agenda. PJN is also supporting government in developing SDG 16 Plus data base. PJN is also working closely on SDG 16 Plus VNR Reporting. PJN has also established national SDG 16 Implementation Framework. PJN has organized capacity building sessions across Pakistan of parliamentarians, government departments and civil society on SDG 16 Plus agenda including indicator and target reporting. PJN is also leading advocacy effort on SDG 16 in Pakistan.
